תכנית מ.א. לדיפלומטיה תשע"ג אוניברסיטת תל-אביב מדע המדינה 2012 הפקולטה למדעי החברה 14:00-17:00 יום ד' סמסטר א' האו"ם וארגונים בינלאומיים בפוליטיקה העולמית ד"ר אבי בקר avibek@netvision.net.il תיאור הקורס: המאה ה- 21 מאופיינת בהתרבות מסחררת של ארגונים בינלאומיים ובפסיפס רב גוונים של דיפלומטיה רב-צדדית. החל מארגונים ממשלתיים כדוגמת האו"ם וסוכנויותיו וכלה בארגונים אזרחיים קוסמופוליטיים לזכויות אדם. ראשי מדינות ונציגים בכירים נוהרים לפורמים של ועידות פסגה כמו ה- G8 או ה- G20 שמארגנות ממשלות או לפסגות של הרי האלפים בחסות התארגנות פרטית של הפורום הכלכלי של דאבוס. כיצד מתנהלת הדיפלומטיה מול שפע כה רב של התארגנויות ובמערכת כה מבוזרת של אינטרסים וערכים? עד כמה משקפת הפעילות הכמעט "כאוטית" את טבעה וטיבה של הדיפלומטיה הרב צדדית בת זמנינו? הקורס יציג את המתח בדיפלומטיה האו"מית עם המציאות על מרכיביה השונים: בתחום המשפטי, ביחסי הכוח הפוליטיים ובדינאמיקה הדיפלומטית. ננתח את פעילות גופי האו"ם: מועצת הביטחון, העצרת הכללית, המזכ"ל, סוכנויות האו"ם וכוחות האו"ם מזמן המלחמה הקרה ועד לגלובליזציה של תפיסת ההתערבות ההומניטארית. נלמד על עליית כוחם של ה- NGOS וכניסתם של גורמים חדשים מהחברה האזרחית לפעילות הארגונים הבינלאומיים עם דגש מיוחד על מעורבות האו"ם וארגוני זכויות אדם בסכסוך הישראלי-ערבי והבעיה הפלשתינאית. דרישות הקורס: נוכחות והשתתפות פעילה בשעורים. קריאת חובה (בסימון #). מרכיבי הציון: ההשתתפות, 2 בקורות על מאמרים (בהתבסס על 3 מקורות מהרשימה ולא רק מאמרי עיתונות). את הביקורות יש להגיש לפני תחילת השיעור בנושא. נייר עמדה או הצגת רפראט של 10-15 דק' בנושאי השיעור (30%). עבודה מסכמת או סמינר (והצגה בכיתה) על היבט מפעילויות האו"ם או הארגונים האחרים (כולל סוכנויות האו"ם, פורמים של ועידות פסגה וארגונים בלתי ממשלתיים) (70%). הנחיות בסוף הסילבוס. רשימת נושאים וקריאה: (# חובה. היתר בגדר רשות ולצורך הרחבה לעבודה המסכמת) 1. מבוא מהקמת האו"ם בסן פרנציסקו ביוני 1945 ועד לכנס דאבוס וה- 8-G של 2012. מה קרה לתפיסת הביטחון הקולקטיבי של מייסדי האו"ם? מה הביא להתרבות הגדולה של ארגונים בינלאומיים? סקירת הסילבוס, נושאי הדיונים והמטלות. 2. ההתפתחות ההיסטורית של האו"ם: מחבר הלאומים עד לאו"ם. השווה והשונה והלקחים ההפוכים משתי מלחמות העולם. היבטים לשלום וביטחון. הדיפלומטיה ועסקת החבילה להקמת הארגון הבינלאומי פוליטיים ומשפטיים.
