Article 1 The Contracting Parties shall cooperate in the combat of desertification in its various aspects on the basis of the laws in force in each of the two countries. sources of Energy for Agriculture in Arid, Semi-Arid and desertified areas i) Management of desertified areas j) Additional areas to be explored and mutually agreed in the framework of the Joint Committee, as stipulated in Article 10. Article 4 The Contracting Parties shall cooperate together on the establishment of joint projects with the possible cooperation of countries of the Maghreb, Mashreq and other Mediterranean countries, with the objective to foster practical solutions for problems related to desertification, including food production. Artículo 4 Las Partes Contratantes cooperarán en la elaboración de proyectos conjuntos con la posible cooperación de países del Magrcb, del Mashrcq y de otros países mediterráneos, con el objetivo de promover soluciones prácticas para los problemas relacionados con la dcscrtificación, incluida la producción de alimentos. The lecturers at the courses will be from the Contracting Parties and may include experts and specialists from the Maghreb, Mashreq and other Mediterranean countries. b) Training and extension programmes, using Israeli and Spanish methods of implementation of applied research results as stipulated in Article 10. The details of these courses and programs will be worked out by the Joint Committee. The coordinators of these courses and programs will be:. For the Israeli side: The International Cooperation Center (MASHAV) at the Ministry of Foreign Affairs of Israel. The Parties shall cooperate in the exchange of data and information related to desertification. Article 7 The bodies of the Contracting Parties involved in the implementation of the Agreement will be the relevant or appropriate institutions engaged in integrative desert research such as Ben-Gurion University (Sde Boker and Beersheva) and others in Israel and La Estacion Experimental de Zonas Aridas de Almeria (CSIC), and others in Spain. * The Contracting Parties will also examine the possibility of involving the European Community in view of the current activity undertaken by the Regional Economic Development Working Group of the Multilateral Talks derived from the Madrid Middle East Peace Conference. Other international organizations such as FAO, UNEP, UNESCO, regional organizations and others, could also be involved. הצדדים ישתפו פעולה בחילופי נתונים ומידע הקשורים למידבור. סעיף 7 גופי הצדדים המתקשרים המעורבים ביישום הסכם זה יהיו המוסדות הנוגעים לדבר או המתאימים העוסקים במחקר משולב של המדבר, כגון אוניברסיטת בן גוריון(שדה בוקר ובאר שבע) ואחרים בישראל, והתחנה הניסיונית לאזורים צחיחים באלמריד.( CSIC ), ואחרים בספרד. הצדדים המתקשרים יבדקו גם את שילוב הקהילה האירופית לאור הפעילות הנוכחית שמבצעת קבוצת עבודה לפיתוח כלכלי אזורי בשיחות רב צדדיות הנובעות מוועידת מדריד לשלום במזרח התיכון. ניתן לערב גם אירגונים בינלאומיים אחרים כגון,UNESCO, UNEP, FAO ואירגונים אזוריים ואחרים. Articulo 6 Las Partes cooperarán en el intercambio de informaciones y de datos relativos a la dcscrtificación. Artículo 7 Los órganos de las Partes Contratantes encargados de la aplicación del presente Acuerdo serán las instituciones pertinentes o apropiadas dedicadas a la investigación integradora en materias del desierto, tales como la Universidad Bcn-Gurion (Sdc Bokcr y Bccrshcva) y otras de Israel, y la Estación Experimental de Zonas Aridas de Almería (CSIC) y otras de España. Las Partes Contratantes también examinarán la posibilidad de intervención de la Comunidad Europea en vista de la actividad en curso emprendida por el Grupo de Trabajo de Desarrollo Económico Regional de las Conversaciones Multilaterales derivadas de la Conferencia de Paz en el Cercano Oriente celebrada en Madrid. The Contracting Parties shall endeavour to engage researchers, institutions experts and appropriate relevant authorities of the Maghreb, Mashreq and other Mediterranean countries in the fields of cooperation specified in this Agreement. Article 9 Under the present Agreement the Ministry of Foreign Affairs of the State of Israel and the Ministry of Foreign Affairs of the Kingdom of Spain will be designated as the coordinating offices responsible for its implementation. A r t i c 1 e 10 In order to implement the cooperation envisaged in this Agreement, and ensure continuous contacts, a Joint Committee comprised of representatives of both Contracting Parties shall be set up. Artículo 9 En virtud del presente Acuerdo, se designa al Ministerio de Asuntos Exteriores del Estado de Israel y al Ministerio de Asuntos Exteriores del Reino de España centros coordinadores responsables de su aplicación. Artículo 10 Con el fin de poner en práctica la cooperación prevista en el presente Acuerdo y de 3 segurar unos contactos permanentes, se creará un Comité Conjunto formado por representantes de ambas Partes Contratantes. The Joint Committee will prepare a working programme of cooperation for the coming period, provide guidelines, review the progress of activities within the bilateral and multilateral cooperation. Progress achieved during the former period will be reviewed in the minutes of each session. Article 11 2. Activities under this Agreement shall be subject to the availability of appropriated funds and to the applicable laws and regulations in each country. Los avances conseguidos durante el período anterior se examinarán en!as actas de cada sesión. Articulo 11 1. Nada de lo dispuesto en el presente Acuerdo podrá interpretarse en perjuicio de los derechos y obligaciones existentes derivados de otros acuerdos concertados en virtud del Derecho Internacional. 2. Las actividades amparadas por el presente Acuerdo estarán sujetas a la disponibilidad de los fondos asignados y a las disposiciones legales y reglamentarias aplicables en cada país. This Agreement shall enter into force on the date of the second of the Diplomatic Notes by which the Parties notify each other that their internal légal requirements for the entering into force of the Agreement have been fulfilled, and shall remain in force for five years. Thereafter it shall be automatically renewed for further five-year periods each unless denounced in writing by either Contracting Party not later than three months prior to the expiration of the respective five-year period. The termination of this Agreement shall not affect the validity of any arrangements made under this Agreement. Article 13 The Agreement may be modified or amended by mutual consent. Artículo 12 El presente Acuerdo entrará en vigor en la fecha de la segunda de las Notas Diplomáticas mediante las cuales las Partes notifiquen recíprocamente el cumplimiento de sus requisitos internos para la entrada en vigor del presente Acuerdo, y permanecerá en vigor por cinco años. Posteriormente se renovará por nuevos periodos de cinco años, a menos que sea denunciado por escrito por cualquiera de las dos partes contratantes con tres meses de antelación, como mínimo, antes de la expiración del correspondiente periodo quinquenal. La terminación del presente Acuerdo no afectará a la validez de cualesquiera medidas tomadas en virtud del mismo. Artículo 13 El presente Acuerdo podrá ser modificado o enmendado por consentimiento mutuo. FOR THE KINGDOM SPAIN FOR THE STATE OF ISRAEL בשם ממשלת מדינת ישראל בשם ממלכת ספרד El presente Acuerdo se prorrogará automáticamente por periodos adicionales de un año a menos que cualquiera de las dos Partes lo denuncie en fecha anterior notificando por escrito a la otra, con seis meses de antelación como mínimo, su intención de darlo por terminado. No obstante la denuncia del Acuerdo, las actividades que ya se encuentren en curso proseguirán hasta su terminación. EN FE DE LO CUAL, los infrascritos, debidamente autorizados para ello por los Gobiernos de sus países respectivos, firman el presente Acuerdo. de 5754, en dos originales, cada uno de ellos en hebreo, español c ingles, siendo auténticos todos los textos.
